1. Who are you?

The Children's Emergency Foundation (CEF) is a federally incorporated non-profit organization and a registered Canadian charity which partners with programs to help children in serious need across Canada and around the world. We are non-sectarian and non-political. We believe in trying to help any child in extreme need regardless of race, religion, language or culture.


2. What is your mission?

The Children's Emergency Foundation is committed to providing emergency and long term aid to children at risk on behalf of caring Canadian individuals and corporations.


3. What do you do?

When the lives and well-being of children are threatened by abuse, exploitation, hunger, war or disaster, we provide real help.

In Canada, we lead a network of over 400 breakfast clubs and lunch programs.  Together, the network provides over 210,000 meals to over 70,000 children needy children each week.  We have been doing this great work as a registered charity since 1996.

We believe in trying to help any child in extreme need regardless of race, religion, language or culture.  Beyond the immediate impact of providing a nutritious meal to a child, we always strive to have a long-term impact as well.  We work with families, especially mothers, and help them to become self-sufficient. Our programs include providing milk to pregnant mothers and community kitchens where people learn economical, nutritious means of cooking for their families

We also answer the call of distress from children and families in crisis around the world.  With the assistance of our agency partners on the ground, CEF ships and distributes medical supplies, medicine, food, cloting and other emergency aid to some of  the worlds' most troubled communities.


4. When did you start?

The Children's Emergency Foundation was founded in the fall of 1996 by a small group of caring Canadian parents who wanted to provide immediate aid to children in serious need.


5. How are you organized?

The Children's Emergency Foundation supports local programs across Canada with funding support.

To as great as extent as possible The Children's Emergency Foundation relies on volunteer and part-time staff for program and fundraising activities. The Children's Emergency Foundation is governed by a volunteer Board of Directors, dedicated to caring for children and making sure that donations are used effectively. The directors of the charity have extensive experience in charity management and program delivery. Together they have extensive experience in the delivery and direction of child and welfare and educational programs both in Canada and in developing countries. The Executive Director of the CEF is Jill McKinney, who has supervised the management and administration of several Canadian charities. 


6. How are you funded?

CEF is funded almost entirely through the donations of private citizens who share our concern for hungry at-risk children. In addition, corporations have assisted through the donation of food and medical supplies for our work overseas.

7. What are your priorities for support?

The Board of Directors has established several criteria for the selection of projects which receive support. The criteria are flexible and we are willing to give consideration to any group making application. The criteria include:

  1. Projects must be already in operation and have demonstrated an ability to deliver services and to secure financial, in-kind and volunteer support from their local community. We do not generally fund start-up operations. However, we will occasionally make special grants to a project which is already affiliated if they wish to implement a new or expanded aspect of their services.
  2. Projects must be affiliated with a local institution of some sort to which they report regularly and are financially and operationally accountable. They must demonstrate a pattern of regular reporting and accounting to the organizations under whose authority they operate. CEF affiliated projects are operated primarily by local schools and school boards and, to a lesser extent by social service agencies, churches and other faith communities and Band Councils.
  3. Projects must have a significant component of volunteer labour and donated funds and services. CEF does not generally provide additional assistance to large social service centres which are already receiving extensive government funding and employing numerous full-time staff.
  4. Emphasis is placed on projects which are directed towards pre-school and elementary school aged children.
  5. All projects must be involved in the regular direct provision of food to children. Groups which provide education, training and advocacy related to child hunger but do not engage in actual feeding, do not receive funding, much respected though these groups are.
  6. Services must be available to all children regardless of race, gender, religion or family background and based solely on need.



8. How do we receive funds from CEF?

Once a group has completed and submitted CEF's Application Form, they will be notified shortly whether they will receive funding, and how much. Funds are distributed on a monthly basis. Regular reporting of how funds are being used is required by CEF.
